Effective human resource management is foundational to a capable, professional, and responsive Tasmanian State Service. Recent reviews have highlighted the real consequences of poor HR practices and systems for service delivery and for Tasmanians. This includes reports into child sexual abuse in institutional settings and the COVID-19 North-West regional hospital outbreak. The Tasmanian State Service has been trying to improve its HR systems and practices since at least 2014. These kinds of HR programs have led to catastrophic consequences in other jurisdictions.

In this audit, we looked at how Tasmania’s HR reform programs have been working. We focussed on the work that occurred at the Department of Health between 2020 and 2024, and at the Department of Premier and Cabinet since mid-2024. The audit report includes recommendations to strengthen Health’s approach to managing future complex IT projects, and to address key risk areas in DPAC’s current management of its HR system and reform program.
